HB1211 – Family Court Fees: Increases fees for court-appointed counsel and guardians ad litem in family court cases.
HB1830 – Child Safe Haven: Provides immunity from prosecution to persons who leave an unharmed newborn at a hospital, fire station, or police station, or with emergency services personnel within 72 hours of the child's birth. Provides immunity from liability to the hospital, fire station, or police station, or personnel who receive the newborn. Requires the personnel to make a reasonable effort to obtain certain information regarding the child from the person leaving the child.
SB1115 – Perinatal Care: Appropriates funds for the pilot perinatal clinic within the UH medical school department of obstetrics, gynecology, and women's health to help women with a history of substance abuse.

HB345 – Drivers’ Duty to Stop: Clarifies a driver's duty to stop for a pedestrian in a crosswalk. Imposes fines for drivers and pedestrians who fail to comply with the crosswalk law based on the number of previous infractions of the same offense.
HB1306 – Securities Violations Against Elders: Adds enhanced civil and administrative penalties for securities violations committed against elders.
HB1336 – Mortgage Broker Violations Against Elders: Provides additional sanctions for violations by mortgage brokers and solicitors committed against elders.
SB1182 – Care Home Resident Needs Allowance: Establishes a needs allowance for residents of care homes and long-term care facilities.
SB1191 – Pedestrian Safety: Appropriates funds for pedestrian safety improvements by the State and counties.
SB1400 – Elder Financial Abuse: Requires financial institutions to report suspected instances of financial abuse directed towards, targeting, or committed against an elder to the department of human services. Requires the department of human services to notify the reporting institutions of suspected cases over which it does not have jurisdiction. Mandates financial institutions to notify the proper local law enforcement agency of suspected cases over which the department of human services does not have jurisdiction.
SB19116 – Family Caregiver Support System: Strengthens support of family caregivers by, among other things: extending the joint legislative committee on family caregiving; requiring the joint legislative committee on caregiving to conduct a comprehensive assessment of care recipients' needs and the needs of their family caregivers; requiring the executive office on aging to perform a comprehensive assessment of grandparents raising grandchildren in Hawaii; and appropriating funds to expand services of the kapuna care program, and continue the development of the aging and disability resource center project.

HB367 – Substance Abuse Education: Establishes a two-year pilot program for screening, brief intervention, and referral to substance abuse treatment facilities.
HB1007 – Family Self-sufficiency: Provides that the Department of Human Services shall not consider moneys in Escrow Accounts established under the federal Housing and Urban Development Family Self-Sufficiency Program when determining eligibility for assistance or other benefits under Chapter 346, Hawaii Revised Statutes.
SB932 – Community Reentry: Establishes: (1) an offender reentry system for adult offenders with a legislative oversight committee and reentry programs and services projects, and (2) a one-year pilot day reporting center administered by the department of public safety. Appropriates funds for: (1) restorative circles, (2) reentry programs and services projects, (3) the day reporting pilot project, (4) the administration of community based reintegration programs, (5) the Maui Best program, and (6) cognitive restructuring pilot programs in the county of Hawaii. Authorizes the Hawaii paroling authority to parole committed persons to any county in the State where they will receive the greatest support to successfully reintegrate into the community.
Health Care
HB212 – Maui Health Initiative Task Force: Creates a temporary Maui health initiative task force to develop a comprehensive strategic health plan for Maui county. Requires the John A. Burns school of medicine to develop and maintain a statewide comprehensive health care workforce map and database on supply, demand, and distribution, by specialty and practice location.
HB843 – Acquisition of Kahuku Hospital: Allows the Hawaii health systems corporation to acquire Kahuku hospital on negotiated terms. In the event the acquisition takes place, the director of health shall assume a facilitating role during the transition period.
HB1359 – State Pharmacy Assistance Program (Hawai‘i Rx Plus): Creates a Hawaii State Pharmacy Assistance program by merging the current State Pharmacy Assistance program which coordinates the Medicare Part D prescription drug benefit and the Hawaii Rx plus program under a single comprehensive Hawaii State Pharmacy Assistance program umbrella. Requires the Department of Human Services to take all steps necessary to enable participation in joint prescription drug purchasing agreements with any other health benefits plan or organization within or outside of this state that agrees to participate in a joint purchasing agreement.
HB1477 – Rural Primary Healthcare Training: Appropriates funds to develop a statewide rural primary health care training program, and support the family medicine residency program of the University of Hawaii John A. Burns school of medicine's department of family medicine and community health.
SB12 – Health Insurance Rate Regulation: Prohibits health insurance rates that are excessive, inadequate or unfairly discriminatory. Requires health care insurers to submit rate filings for approval by the insurance commissioner. Establishes penalties and appeal procedures.
SB1260 – Grant to Kahuku Hospital: Makes an emergency appropriation as a grant to Kahuku Hospital to permit it to maintain operations and cover costs of reorganization if it is transferred to the Hawaii health systems corporation.
SB1672 – Medicare Reimbursement Rate Increase: Appropriates funds in each year of the 2007-2009 fiscal biennium to increase the payments for physician services provided by QUEST and Medicare fee-for-service providers up to 100 per cent of the current Medicare rate. Requires the department of human services to report to the legislature prior to the 2008 regular session with (1) the amount of baseline Medicaid and additional funds needed for fiscal year 2008-2009, and (2) the amount of funding required to continue increased payments for physician services and to increase reimbursements for all fee-for-service providers. Requires the department of human services to seek an appropriation in an amount equal to at least the amount appropriated in 2007-2008 for additional payments for physician services.
Housing
SB1917 – Omnibus Housing Bill: Appropriates funds for various homeless and housing programs and projects. Extends the sunset date and changes the allocation of conveyance tax revenues to the rental housing trust fund. Requires counties to adopt ordinances to develop indigenous Hawaiian architecture.
Environment
HB226 – Greenhouse Gas Emissions: Establishes as state policy statewide greenhouse gas emissions limits at or below the statewide greenhouse gas emissions levels in 1990 to be achieved by January 1, 2020. Establishes greenhouse gas emissions reduction task force to prepare a work plan and regulatory scheme to achieve the statewide greenhouse gas emissions limits.
HB399 – Soil and Water Conservation Districts: Appropriates funds to the Hawaii Association of Conservation Districts for the operation of the soil and water conservation districts.
HB506 – Ethanol Production Tax Credit: Extends the tax credit for qualified ethanol production facilities for 5 years from January 1, 2012, to January 1, 2017.
HB1003 – Renewable Energy Development: Establishes the Hawaii natural energy institute of the University of Hawaii and creates the energy systems development special fund for the development of renewable energy and energy efficient technologies. Requires periodic evaluation of projects and activities funded by special fund. Requires department of business, economic development, and tourism to develop and prepare a bioenergy master plan that sets the course for the coordination and implementation of policies and procedures to develop a bioenergy industry in Hawaii.
HB1899 – Kawai Nui Marsh: Requires the city and county of Honolulu to transfer to the State the state's largest remaining wetlands and an ecological treasure known as Kawai Nui marsh, on or before September 1, 2007.
